Abstract: To address the current insufficiency in the study of the motives of smart elderly care enterprises to participate in the construction of the national data resource system, this study adopts a combination of grounded theory and empirical analysis. Firstly, it identifies the main factors influencing the participation of smart elderly care enterprises in the construction of the national data resource system through qualitative analysis methods. Secondly, it uses regression analysis to further verify the impact of these factors on the participation motives of enterprises. The research results show that the cognitive level of the data resource system, technical security, support from top management of enterprises, and organizational readiness have a significant positive impact on the participation willingness of enterprises. At the same time, government support and the perception of social transformation have a moderating effect on this process. This paper fills the theoretical gap in the construction of smart elderly care data resource systems based on enterprises as the participating subjects, provides inspiration for future research on smart elderly care data resource systems, and also offers important references for the country to enhance the enthusiasm of enterprises to participate in the construction of the smart elderly care data resource system.
