Case Base Construction Empowering the Construction of an Independent Knowledge System for Information Resources Management Discipline: A Research on Function Mechanisms and Construction Paths

Abstract: A case base serves as the core carrier for the systematic accumulation of practical experience, the precise extraction of theoretical knowledge, and the construction of an independent knowledge system in the discipline of Information Resources Management(IRM). Its construction quality directly influences the richness, depth, and vitality of the discipline's independent knowledge system. To address the current challenges facing case base construction in IRM, including scattered resources, superficial knowledge extraction, and insufficient industry-university-research collaboration, this paper takes the construction of case bases for IRM in China as the research object, adopting methods of literature analysis, interdisciplinary comparison, and case comparison. It clarifies the internal relationship between case bases and the construction of an independent knowledge system, analyzes the four-dimensional mechanism of "experience accumulation–knowledge extraction–paradigm support–iterative optimization" of case bases in constructing an independent knowledge system, and draws on the experience of case competitions and case base construction in disciplines such as MBA and MPA to reveal the practical dilemmas of case base construction for IRM in China concerning standards and norms, knowledge transformation, and influence communication. The findings show that a case base can provide an experiential source, transformation platform, paradigm foundation, and evolutionary momentum for the construction of an independent knowledge system in IRM. Five pathways are proposed: unifying the standards for case development, enhancing the quality of local cases, strengthening knowledge extraction and transformation, optimizing operational coordination mechanisms, and improving the multi-stakeholder support system. These pathways aim to promote the in-depth integration and coordinated development of case bases and the discipline's independent knowledge system, so as to support the localized, systematic, and structured development of the IRM discipline.
