Abstract:

Unlike some of the characteristics of traditional resources, making the long-term preservation of digital resources is facing many problems. This paper analyzes the perspective from the externality of the long-term preservation of digital resources in some of the problems, a detailed analysis of long-term preservation of digital resources in the negative external influence. According to these negative external effects, it gives some suggestion for preservation of digital resources: Clarify the rights and obligations of the owner's digital preservation; and improve relevant laws and rules and regulations; and strictly control the use of digital resources open, standardized user behavior; establishment of a national long-term preservation of digital resources portal; to establish long-term and effective incentive mechanism and a series of measures.
