Abstract: Science, Technology and Innovation (STI) policy intelligence is an important approach to enabling intelligent management throughout the full lifecycle of policy data collection, processing, analysis and service delivery. It is also essential for improving the efficient use and precise delivery of policy information. Based on a review of research and practical progress in policy text processing and analysis, as well as policy service platforms, this paper constructs a systematic framework for STI policy intelligence. The framework includes STI policy text parsing based on a metadata framework, policy thesaurus and policy toolbox; relational and computational analysis of policy elements such as policy actors, themes and instruments; and the design and prototype validation of policy intelligence application scenarios oriented toward the needs of policymakers, policy researchers and STI actors. Finally, this paper proposes strategies for advancing STI policy intelligence, including strengthening overall planning and collaborative services, promoting policy data annotation, developing STI policy intelligence agents, and expanding the application of policy intelligence.
