Quantitative Research on Data Ethics Policy: A Data Management Approach Based on Astronomy

Abstract: China’ s digital economy has entered the stage of independent innovation. How to lead the open and eliminate digital barriers is worth extensive research in the academic community.Data policies contain relatively constant ethical rules, which plays an important role in guiding researchers on how to effectively open and manage data. Mining data policies can help guiding libraries to develop data management services. With quantitative analysis, this paper analyzed the relationship between the issuing subject, ethical rules and ethical themes of 71 policy documents.It is found that scientific community has played a leading role in astronomical data management, and the ethical requirements at the group level has acted as the ethical bond at the individual level, while influenced the ethical role reversely at the group level.Phasing release, role-style priority, cooperative acquisition, responsible sharing, respectful use and open for developing are concerned themes in Astronomy.
