Performance Evaluation of Cross-source Multi-dimensional Government Data Sharing based on Super-efficiency DEA Model

Abstract: “Digital government” are actively built by government agencies at all levels. This paper proposes the concept of cross-source multi-dimensional data sharing to support the construction of digital government. Seven departments closely related to the people are evaluated. Eight resource indicators are selected as input, and the number of citizen’s votes is identified as output. Then the input-output efficiency of different government departments is evaluated by using BCC, CCR and super efficiency DEA models. The research results show that pure technical efficiency and scale efficiency are important indicators for input-output evaluation of various departments in cross-source and multi-dimensional data sharing. Based on this research scenario, methods for improving efficiency are proposed, including implementing life-cycle project management, optimizing the talent structure of participating projects and improving the government service experience to improve resource utilization efficiency.
