A Study on Information Security Accountability System of Japanese Government and its Reference to China

Abstract:

Japan has a more comprehensive design of information security accountability and a sound legal system. It has important reference value for the construction of China’s information security accountability system.This paper examines the history of Japanese government’s information security accountability system and analyzes its organizational structure, legal system, and operating mechanisms. The research provides reference for the improvement of the government’s accountability system for information security in China. It mainly includes improving the implementation of the concept of dynamic governance in the legislative and administrative departments, enhancing the pertinence of accountability objects, establishing information security sharing and emergency support mechanisms, and clarifying and improving the government permissions, as well as a sound information security accountability mechanism.
