Abstract: Intangible cultural heritage archive management in China has been achieved, but there still exists some problems such as a lot of responsible departments but few methods to coordinate each one's work, a very weak role of archives while cultural institute is the incumbent one, and little attention paid to macrocontrol of its management, etc. Therefore it is important to reform the management of intangible cultural heritage archive. This paper first analyzes the necessity of reform. Then, with the import of collective intelligence and Malone's model of the genome of collective intelligence, the authors put forwards the goal and requirement of the reform, and come up with an innovative management system. At the end of this paper, the authors present some way helping to implement the system in terms of policy, management, infrastructure and standards.
