Study on the Construction of the Framework of Metadata Standards for Government Information in China

Abstract:

For the multidimensional characteristics of government information and the particularity of the lifecycle of government information, it is necessary to construct a framework of metadata standards for government information which consistent with the characteristics of government information and meet the needs of management and utilization. This paper reviews the current status and relevant research on government information metadata standards. With reference to the relevant frameworks at home and abroad, this paper constructs the framework of metadata standards for government information from three aspects: description, management and utilization. Based on the reference of existing standards, this paper further proposes corresponding core metadata sets for selection, and finally designs the main application flow of the standards framework to provide reference for government agencies to formulate specific metadata standards.
