Abstract:
Cross-boundary sharing of government data plays an important role in promoting coordinative work and improving the efficiency of government administration and public service. This paper conducted a case study on the cross-boundary sharing of government data within two representative cities in the eastern and the southern coastal areas of China under the guidance of an analytical framework derived from previous studies. As a result, this study built a five forces theoretical model for cross-boundary sharing of government data by identifying 5 key categories and their inter-relationships, including data characteristics, data sharing capabilites of a government agency, sharing motivations, sharing risks and sharing environment. At last, the theoretical contribution and practical implications of this study were discussed.
