Abstract:

Chinese cultural administrative system reform began with the background of market economy, policies promoting and realistic motives. Recently, the main issues in the process of Chinese cultural administrative reform we should addressed are the relationship between government and the market, the relationship between centralization and decentralization, organization structure compartmentalization and management style standardization, etc. The countermeasures are as follows: combining government, society and the market, combining the centralization and decentralization, advancing the “big department” system reform and promoting the legal construction of the cultural administration.
