Abstract: Data openness promotes the rapid development of rural digital economy and advances the digital transformation of rural areas. This article analyzes the report " Enabling Smart Rural: Open Data Gap " published by the European Data Portal (EDP), and combines the basic situation of open data in some rural areas in Europe, to provide reference and guidance for the development and transformation of rural areas in China. Using network survey and literature analysis, it analyzes the development status of open data in rural areas of European countries from the six aspects of smart regions, digitization, stakeholder cooperation, open data platform construction, high-value data sets, and open data awareness. Finally, combining the basic situation of rural data opening in China and some of the experience of European countries, it is proposed to promote the development of smart areas that integrate urban and rural areas; promote rural digitalization and narrow the digital divide; build rural open data platforms and give priority to high value open data; joint stakeholders to accelerate innovation of data openning.
