A Reflection on the National Medical Intelligence System from the COVID-19

Abstract: The epidemic of COVID-19 has highlights the urgent need to build a modern national medical information system. Based on the response to the epidemic, authors point out that three major actions, i.e. early warning, decisive isolation and accurate treatment, are necessary to deal with the epidemic. Combining the theory of information science and technology with national and international information systems based on four different decision models and the whole medical information life cycle, the top-level design of the national medical intelligence system is constructed, which combines three functions of intelligence early warning, prevention and control decision-making and accurate management. Strategic alliance is formed through the basic layer, the core layer and the technical layer, which are strategically linked with acted together.
