Abstract: The purpose of this study is to stimulate the driving force of open government data and promote the opening of government data in China. From the perspective of the new institutionalism theory, this paper analyses the composition of the driving force of data opening in our government as the external and the internal . And it studies the reasons that affect the driving force through the game analysis method. Some strategies are put forward to stimulate the driving force of open government data, such as improving the legal system, establishing effective regulatory mechanisms, meeting the needs of data users and encouraging public participation.
