Study on Intelligence-led Emergency Prevention and Control

Abstract: Emergency prevention and control (EPC) must rely on intelligence and the intelligence work. Therefore, the intelligence-led emergency prevention and control (ILERC) is urgent to study, this is of great theoretical and practical importance. From a theoretical perspective, based on the basic meaning of intelligence and EPC, this paper explores the basis for establishing ILERC (namely, the relationship between intelligence and EPC). On this basis, this article puts forward ILERC, and establishs an all-round, full-process and full-cycle system for ILERC. Results of this study show that, ILERC emphasizes that the overall process of ILERC work should be guided by emergency intelligence, and the ILERC system includes three layers, namely, basic layer, method layer and service layer.
