Abstract: The public opinion guidance for major cultural emergencies relies on the modern theories and technologies of data governance. With the research on the diffusion mechanism of public opinion and the analysis of subjects and objects of public opinion guidance for major cultural emergencies, this paper constructs the data governance and public opinion guidance mechanisms for major cultural emergencies in different scenarios, and explores public opinion guidance paths for major cultural emergencies based on data governance, so as to provide objective data analysis and decisionmaking support for public opinion guidance, to improve effectiveness of early warning, prevention and emergency response to major cultural emergencies. Combining with the feature of the life cycle of major cultural emergencies, this paper adopts the scenario analysis method and case analysis method, applies the data governance to construct the public opinion guidance mechanism model for major cultural emergencies in different situations, and discusses the strategies of public opinion guidance for major cultural emergencies in the geographical space scenario taking the fire emergency of Notre Dame Cathedral as an example. Based on the elaboration of the interactive relationship between data governance and public opinion guidance, the public opinion guidance mechanism and path for major cultural emergencies are proposed based on data governance in geographic spatial scenarios, historical correlation scenarios, and social public scenarios.
