Abstract: Good governance is a social form of plural governance and harmonious governance, and data governance is an important way to accomplish the vision of good governance. The British government has accumulated lots of experience in data governance practice, pushing government governance to the “good governance”. Based on the concept of "good governance", this paper explores the construction of the British government's data governance system from the aspects of rules and regulations, organizational elements, and technical governance through research methods such as the document review and the policy text analysis. The Chinese government could improve the data governance legal policy system, promote the modernization of data governance, build the data governance system with multi-subject collaboration, promote the cooperation of "government-enterprise" and "government-community" in data governance, and realize the consistency of technological governance concepts and practices to improve the use of open data and the data governance system.
