Abstract:

By using economic cycle and enterprise innovation, we analysed the development roles of open access resource, and summarized relevant policies of the main science and technology countries, main research institutes and universities, and main international publishing agencies. Our discussion concerned about those challenges of library work and the suitable information policy.
