A Triple Helix Coupling Model of China’s Open Government Data Resource System

Abstract: This study delves into the intricate dynamics of open government data, examining its coupling and coordinated evolution from a systemic lens, which is pivotal for advancing the openness of government data, enhancing data value empowerment, and promoting the development of both the data industry and digital economy. This study establishes an isomorphic mapping between the theoretical model and the empirical system and constructs a triple helix model and functional equation for the open government data system, with a focus on data openness, data utilization and data value. Employing a hierarchical analytical framework that dissects the relationships among ‘element-subsystem-system’, the study provides an empirical evaluation of the data coupling intensity among the data resources available on China’s government open platforms. From the perspective of resource-based theory, this study proposes the coordination and optimization path of government data resources, which provides a new theoretical perspective and methodological support for future research of open government data.
