Abstract: Effective government big data governance will enhance the value of data,improve data decision support capabilities, improve the effective management of government assets, and improve the government’s governance capabilities and service levels. This paper constructs a government big data governance framework under collaborative innovation theory. Such a framework takes advantages of existed framework of government big data governance in literature, and employs the collaborative innovation theory as analytical framework for identifying key elements and their relationships in government big data collaborative governance. The framework promotes the effective governance of government big data through collaboration of purposes and visions, participants and stakeholders, data sources, activities and processes, and artifacts from a multi-dimension. In addition, case study method is employed to justify the proposed framework and its continual improvement with further in depth clarification of different levels and elements in each dimension, and their relationships with each other. The proposed framework helps to understand the main driving forces and key influential aspects of government big data governance. It can be used as a reference framework for formulating strategies and solutions for government big data governance at the national level, industry level and local level.
