Research on the Role of Library Consortium in the Transformation of Health Service: Based on the Practice of NNLM

Abstract: It is the development trend of the future library to expand the library service to health service, but nowadays the capability of the library health service is obviously insufficient in China which need a systematic capability improvement plan.This paper makes an in-depth investigation and objective analysis of the development of NNLM in the transformation of library health service and support provided by NNLM for its members, explores the experience of Library Consortium in empowering capability building in the process of library health service transformation and puts forward thoughts and suggestions for China.This paper shows that NNLM provides service and support for its members in the following aspects:health information resources and technical support, financial support for health outreach activities, national initiatives on health theme, cultivation of professional ability to provide consumer health information services for professionals, promotion of multi-party collaboration and construction of evaluation system. Library should establish an open and inclusive thinking of comprehensive library consortium, which should participate in the promotion of national health initiatives and health actions, provide support for capacity-building in the transformation of library health services, as well as promote multi-party collaboration hence to build a favorable health service ecology.Combined with the requirements of China, we need to plan for the construction of the national library consortium, promote the joint efforts of the library and related social forces through the library consortium, enhance the overall service capability of the library and establish a favorable ecological environment of health service.
