Abstract: China has issued a series of policies on agricultural informatization. According to certain standards, 52 policy texts are selected. From the perspective of policy instrument and agricultural value chain, content analysis methods have been used to quantify those policies. The results show that the use of environmental policy instruments is overflows, and the use of internal instruments is not reasonable; the proportion of the supply policy instruments is appropriate, and the use of internal tools is more reasonable; the demand policy instruments are seriously inadequate, and the internal tools are used very singleness; the use of policy instruments is not closely integrated with the agricultural value chain; the supporting measures of policy instruments need to be further improved. The following policy recommendations are proposed that it should be optimizing the overall structure of the coordination policy instruments, paying attention to the balance use of the policy instruments in the agricultural value chain, enhancing the operability of the policy instruments, and constructing a network system of agricultural information policy instruments.
