Abstract: As a brand new academic communication method, the rise of open access movement has brought major influence to every aspect of academic communication method. Based on library and information institution’s viewing angle, this paper analyzed the affections to information resources construction, information services and character allocation of library and information institutions from open access, also discussed corresponding strategy that library and information institution should take in this new academic environment.
