Abstract: Information content industry has become an essential component of a country’s competitiveness. Clustering is an efficient organizational form, a great many industry parks are established to prompt the development of content industry, mainly scattered in the relatively rich areas like Yangtze River Delta and Pearl River Delta. Some problems arise in the development process, entailing serious consideration for the part of government and the industry, for example, low industrial concentration, lack of core competitiveness, unefficient innovation network.
