Abstract: Based on the concept, features of public information resources and the characteristics of the task, technology and behavior of the use of public information resources, the paper constructs a concept model to explain and predict the efficiency of the public information resources utilization through the integration of two widely used models: Technology Acceptance Model and Technology Task Fit Model. Therefore the concept model can provide a research framework to evaluate the efficiency and improve the efficiency of the public information utilization.
