Composing a Smart City Data Use Framework Responding to Public Health Emergencies

Abstract: This study aims to compose a smart city data use framework responding to public health emergencies(PHE) and land it as a national standard of China. By analyzing representative policies, guidelines and best practices, general and specific concerns for the data use in smart cities are summarized. Based on a nationwide expertise’s questionnaire survey in China and an iterative province-wide data workers’ questionnaire survey in Shandong Province of China, as well as a small-scale test-bed questionnaire survey in Shandong Province, a modified smart city data use framework responding to public health emergencies is proposed. 4 aspects and 25 concerns are identified as critical aspects to the success of PHE response in the development of smart cities, i.e., “Data are available”, “Data are useful”, “Data are easy to use”, and “Data are not abused”. The proposed framework is the first of its kind that are comprehensive to cover key issues and concerns about data use, which can be used as a guideline and national standard to map, build, and monitor smart city data use responding to PHE.
