Framework and Measurement of Generation Efficiency of Government Information Resources:Taking the Generation of Transportation Electronic License as an Example

Abstract: Quantitative evaluation and supervision control of the generation efficiency of government information resources are of great significance to the government information governance. Taking the generation of electronic transportation license as the research object, this paper selects three input indicators and four output indicators by means of theoretical verification and expert investigation and constructs the measurement framework of "input-process-output" government information resource generation efficiency. We uses the super efficiency (DEA) model to measure its generation efficiency and change trend.The feasibility of e-Cert in measuring the generation efficiency of government information resources is verified. The results show that the generation efficiency of government information resources represented by e-Cert presents an overall downward trend, and different geographical regions are greatly affected by policies and business. Therefore, it is necessary to update management means, innovate management methods, and increase technical investment. And through adjusting the input-output structure and regional policy regulation, the overall efficiency will be improved.
