Text Analysis and Reconsiderations on Car Sharing Policy: The Perspective of Value Co-creation

Abstract: Car sharing, as a representative product of the sharing economy business model, can effectively alleviate traffic congestion and meet the real needs of the people. Studying the overall and development context of policy will help promote the optimization of car sharing policy and activate the development of the sharing economy. In this paper, 43 car sharing policy texts are obtained through the collection of central and local government-level. The content analysis method is used to analyze the policy texts with the assistance of a three-dimensional analysis model of policy combination.It is found that the car sharing is still in the exploration stage. And there are regional differences in ride-sharing policies. The distribution of the policy content lays emphasis on the management of ride-sharing services, the trust and transparency system, and the construction of the safety guarantee system, showing mandatory and restrictive structural characteristics. The policy implementation path is manifested in the implementation of value acquisition (obligation) as the traveler’s safety guarantee. Adherence to the goal of risk prevention management, the main participants are the support platform and service providers, and mandatory policy tools dominate services. This paper is expected to provide reference for the continuous optimization of ride sharing policies and the formulation of related policies for the development of sharing economy.
