Abstract: Based on the three dimensions of browsing, downloading and scoring, this paper constructs a theoretical evaluation system of government open data use behavior, and calculates the weights of research indicators and coupling subsystems by using the coefficient of variation method. Through the efficiency function, coupling function and coupling coordination function, this paper empirically analyzes the coupling coordination level among the data browsing behavior, downloading behavior and scoring behavior of different government open platform in China. At present, the overall coupling coordination level of the government open data utilization behavior is low, and the score is the key bottleneck restricting the coordinated development of the use behavior. As far as the region is concerned, there are obvious regional differences in the coupling and coordination level of the government open data use behavior. The data browsing, downloading and scoring of most government open platforms are in a low coupling stage, and there is no interaction between different utilization behaviors.
