全球数据主权博弈背景下欧盟构建数据空间治理规则体系的现状与特点

Abstract

Abstract: This paper took the rule system of European Union data space governance as the research object, and analyzed the latest data governance policies and regulations in European Union as well as its member states, so as to reveal three characteristics of current European Union data space governance, such as seeking technical dominance, shaping and maintaining the “European Values”, leading to build the rule system. It put forward four reference points for China's data space governance, including the legislation first, legal interests balance, discourse docking, and international cooperation.
