A Comparative Study of the Smart Elderly Care Policy in Yangtze River Delta Region of China: Based on the Analysis Framework of Policy Subject-Target-Tool

Abstract: Smart elderly care is regarded as a good prescription for the silver crisis in China. Based on the three-dimensional framework of“subject-objective-tool”, this study aims to systematically map the commonality and difference of smart elderly care policy in Yangtze River Delta by conducting bibliometrics and content analysis of the 65 policy texts including Shanghai, Jiangsu, Zhejiang and Anhui in 2014-2019 year. The result of study shows following characteristics: policy subject structure with initial core but insufficient coordination, policy objectives with the same direction but weak intelligence, policy tools with structural imbalances and different preferences. Based on the planning of regional policy coordination and pension integration, the future collaborative path is proposed form joint subjects, normative objectives and optimization tools.
