Abstract: Based on 310 policies on the opening of public information resources at the national level in China, this paper quantifies policies from three dimensions of policy intensity, policy objectives and policy tools, and constructs a policy coordination measurement model to study the coordinated evolution among different policy objectives and between policy tools and policy objectives. The research shows that the internal coordination of the policy objectives of Chinese public information resource open policies is on the rise, and the formulation of the policy is gradually changing from a single objective to multiple objectives, focusing on the coordinated use of the same type of objectives.In the formulation of objectives, the supply tool is mainly adopted and the environment tool is auxiliary, but the demand policy tool is not used.Finally, some suggestions are put forward for the development of Chinese open policy of public information resources.
