Research on China’s Public Information Resources Open Policy Diffusion Based on Quantitative Analysis of Policy Documents:Taking the Three Economic Circles as Examples

Abstract: The article aims to explore the development trend of China's public information resources open policy, and grasp the relevance of relevant policies at different levels and in different regions. Based on the reference relationship between the state and the three major economic regions on the open policy of public information resources, the analysis of the typical policy diffusion characteristics with the highest reference frequency in the four periods, from the three aspects of the intensity, speed and breadth of policy diffusion, reflects the trend and law of policy diffusion in different stages. From the depth and direction of policy diffusion, It analyses the mode of the open policy diffusion of public information resources and the spatial location direction characteristics. The study finds that China ’s policies on public information resources have different characteristics of policy diffusion in each periods, and the diffusion effect of policies in the information opening period is the most significant. Policy diffusion generally follows the same-level diffusion and top-down hierarchical diffusion mode, and the level of regional economic development, the degree of policy response of adjacent governments, the size of the regional population, and the level of effectiveness of the referenced policies all have some impact on the overall policy diffusion effect.
