Abstract: With the rapid development of big data and artificial intelligence, the value of data is self-evident. As a unique form of data sharing, data publishing has become a hot topic of current and future research. This paper discusses the data protection issues involved in the three forms of data publishing under the background of the EU General Data Protection Regulation (GDPR). This article proposes suggestions on submitting a data management plan that reflects privacy protection, using block chain technology to achieve data protection, the data storage institution exercising the supervision function of data protection commissioner in GDPR, adopting hierarchical open sharing mode to manage data publishing, multiple parties participating in the coordinated development of data protection and data publishing.
