Collaborative Management Theory on Emergency Information Exchanging Systems

Abstract: Though the National Emergency Management Bureau has established, emergency information exchanging among public sectors is still a big issue. This paper building analytical framework on the theory of collaborative governance, employs theories of supply chain management and strategic planning to analyze emergency information collaboration. First, supply chain management theory is used to promote the modes of collaborative information sharing and unified disaster rescue. The National Emergency Management Bureau integrates emergency rescue capability scattered in different functionalities, however, early-warning, preparation and recovery functions are still in previous bureaus, which leads to low effectiveness, efficiency and flexibility. It also employs strategic planning theory to enhance the ability of the full process of emergency information collaboration on the disaster lifecycle.
