Abstract: Activity Theory has unique advantages of analyzing and solving complex problems, which can simplify complex problems and connect with information system design. The paper attempted to introduce the AT into information needs analysis, and then built the emergency information needs analytical framework based on AT, last applied the framework into material management information needs analysis of Zhouqu large debris flow, which expressed information needs in the level of information system design based on the author’s field observations, interviews and the analysis of primary archival material to provide theory basis and support for developing emergency material management information system.
