Abstract: The protection of personal privacy in our country is mainly carried out from the perspective of private law, and special provisions should be made on the processing and protection of personal privacy involved in the processing of personal information by state agencies. Adopting literature review and inductive-deductive method, this study believes that it is necessary to start from the concept of personal information and personal privacy to determine the specific content of personal privacy in personal information. The paper also specifically analyzes which state agencies should handle personal information and personal privacy. We should legislate to define the scope of personal privacy and the procedures for handling personal privacy, set up a corresponding department to specifically supervise and manage the handling of personal privacy, and clarify the legal responsibility for leakage of personal privacy, so as to enhance the protection of personal privacy by state agencies.
