Abstract: Network environment provided users with new platforms and channels for their infromation needs, but it also enhanced the diversity of these needs, as well as the difficulty for the information resources allocation. So, in order to provide some references for the followup study, this paper is trying to do a review from the perspective of the users, the users' information needs, the information resources allocation, the useroriented information allocation and so on.
