Abstract:

Top-level design is critical for e-government improvement. The E-government Interoperability Framework based on the top-level design has important practical significance on overcoming the difficulties of information resource sharing. With the successful experience on interoperability framework of EU, and taking into account China’s national conditions, this paper constructs an e-government framework which mainly consists of the conceptual model for public services, interoperability levels and interoperability protocds, and proposes some measures in implementing interoperability framework.
