摘要： 分析了有害数字信息的内涵、特征与危害，描述了国内外对有害数字信息的国家管理与规制，提出了规制有害数字信息的宏观管理改革思路。

Abstract: The paper analyzes the connotation, the characteristic and the damage of harmful digital information, describes national governance and regulation to the harmful digital information domestic and foreign, and proposes the macroscopic management and reform measures supervising the harmful digital information.
