Abstract: The 14th Five Year Plan for National Economic and Social Development of the People's Republic of China and the Long Range Objectives for 2035 has deployed the strategic task of building a national high-end communication platform for scientific research papers and scientific and technological information, which is closely related to the field of Information Resources Management. In order to further promote the research and practice of building the national high-end communication platform, Central China Normal University held an academic seminar based on key projects funded by the National Social Science Foundation. At the meeting, professor Zeng Jianxun made a special report based on the subject research, explaining the research background, research status and content framework of the project. 14 experts from universities, libraries, science associations, and enterprises had in-depth discussions. They explored the connotation and construction of the national high-end communication platform for scientific research paper and technology information, and proposed key issues that need to be broken through in the construction of the platform.
