Abstract: The definition standard of property rights of government data is the premise of government information resources management, and also the driving force for the high-quality development of digital government and the construction of data basic systems. This study systematically reviews the current research on the definitions of government data and the models for defining property rights of government data. Moreover, based on the unique attributes of government data such as the complexity, the dependence, and the diversification, this study proposes a three-dimensional standard for defining property rights of government data, which includes the interests measures, the type analysis, the participatory approval of the public.
