Abstract: City emergency response is always accompanied by information flow. Information supports the information system of city emergency response. Information processing is basic work of emergency response. This paper proposes smart emergency response mechanism from the perspective of information flow, which includes information collection, information organization, information analysis and evaluation. The results of this study can help the government establish smart emergency response mechanism in the new environment.
